The objective of the 2009 Environmental Scan is to provide a strategic overview of the range of issues related to skill development in the service industries and to provide advice on future action. 

The Environmental Scan focuses on the need for standardised national data collection to improve measurement of training needs and outcomes Improvements in the quality of data, analysis and research, and evaluations, will further strengthen the policy formulation process.    

A further objective of the Environmental Scan is to outline the basis for improving the overall standard of training and assessment and reducing the variation in the quality of programs delivered by training providers.  This Environmental Scan also describes the shift away from the narrow focus on skills shortage to the broader and more integrated concept of workforce development. 

This concept is the primary factor that underpins this Environmental Scan and the sector Environmental Scans It was also a dominant theme in the feedback gained from industry as part of the consultation process.
